Place the chopped potatoes in a large pot and cover with water. Bring to a boil over high heat and cook until the potatoes are tender when pierced with a fork, about 15-20 minutes.
While the potatoes are cooking, melt the butter in a small saucepan over low heat. Add the minced or roasted garlic and cook for 1-2 minutes, stirring frequently, until fragrant. Remove from heat and set aside.
Drain the cooked potatoes and return them to the pot. Add the garlic butter, milk or cream, salt, and black pepper.
Mash the potatoes with a potato masher or electric mixer until they are smooth and creamy. Adjust the consistency with additional milk or cream if needed.
